How can we call these "raw" when they're steam pasteurized?

In 2007, the state of California passed a law requiring all almonds grown in the state (and therefore almost all of the almonds grown in the US) to be pasteurized. Most almonds are pasteurized with harsh PPO fumigation, but growers of organic almonds didn't want to compromise on quality that way, so they developed and tested various methods of steam pasteurization.

In the method used on our almonds, steam is briefly applied to the almonds for less than 60 seconds, ensuring that while the surface is heated, the inner almond "meat" remains unaffected. According to experts, including the Almond Board of California, extensive testing has shown that this treatment does not alter the nutritional value of pasteurized almonds. Independent third-party assessments have further confirmed this fact.

Thus, it is now industry standard in the US to refer to almonds that have been gently steam-pasteurized in this manner as organic raw almonds since all their fats, proteins, and enzymes remain intact.
